Americans save on gas in Mexico, but costs may hit later - CNN.com

IJUANA, Mexico (CNN) -- More Americans, tired of skyrocketing gas prices, are crossing the border to Mexico, where fueling up costs a great deal less.

Americans, particularly in California, are crossing the border into Mexico to purchase less-expensive gas.

But the AAA Auto Club warns the short-term savings could spiral into long-term expenses.

Right now a gallon of gas costs about $3.10 in Tijuana, while it's about $4.60 just north of the border in the United States.

Funny how the people are saving 30 and 40 dollars per fill up, but they caution about fouling up emissions equipment.

Typically, emissions equipment such as cats are $500 or so to have all 4 replaced professionally. So as long as you get 17 tanks out of it before you have to replace your emissions equipment, you have come out ahead of the game. I'm pretty sure it would take at least that many tanks before you actually did harm to your emissions equipment.

I would like to find out for certain if Mexican spec American cars use the same emissions equipment as we do.

Official Mexican Standard 086, [Norma Oficial Mexicana (NOM) 086] governing the phasing in of low-sulfur fuels for all vehicles, came into force last month. It was welcomed by environmental and health experts, since it will reduce toxic emissions.

By October this year, Premium gasoline's sulfur content will be reduced from its present average of 208 ppm (parts per million) to between 30 and 80 ppm. The sulfur content of Magna gasoline will be reduced to a similar level by 2008. Low sulfur diesel fuel (less than 15 ppm) is being introduced first into the north of the country; it will be available nationwide by 2009.

To meet these targets, Pemex is investing 2.697 billion dollars at its refineries. Improvements to the Lázaro Cárdenas refinery in Minatitlán (Veracruz), the oldest in Mexico, will be part of a three-year, 2.4-billion-dollar overhaul, raising its capacity from 185,000 to 290,000 barrels of crude a day.

Diesel won't be changed to low sulfur until 2009. Gasoline should already be low sulfur.
